After two years defined by GPU scarcity, AI’s scaling challenge is shifting toward a slower and more structural limit: power generation, grid infrastructure, and interconnection capacity. As model sizes grow and workloads expand beyond text into video, robotics, and industrial systems, electricity availability is emerging as the decisive bottleneck, even as hyperscalers continue to raise capital spending.

In its report ‘Energy and AI,’ the International Energy Agency (IEA) warned that global electricity demand from data centers, AI, and crypto assets could more than double in the next five years. The agency attributed this surge primarily to advanced AI workloads, noting that energy constraints are now overtaking hardware supply as the dominant limiter on deployment.

Power, not GPUs, is becoming the binding constraint

Training and operating frontier AI models now requires sustained power at a scale few grids were designed to deliver quickly. The IEA estimates that a single large AI-focused data center can consume as much electricity as a mid-sized industrial facility or 100,000 households. It projects this demand doubling from 415 TWh in 2024 to 945 TWh by 2030, as utilization shifts toward continuous, high-density inference.

This pressure is intensifying as AI systems move beyond language. Multimodal models such as Google’s Gemini series, large-scale video generation tools, and real-time industrial AI systems require persistent compute rather than intermittent bursts. These workloads raise baseline electricity demand and reduce operators’ ability to shift or throttle usage during periods of grid stress.

 


Infrastructure timelines compound the problem. High-voltage transformers often carry lead times of two to three years, while grid interconnection queues in parts of the United States and Europe now extend four to five years. These delays are governed by permitting, utility planning, and physical equipment constraints, none of which can be rapidly compressed by higher spending alone.

The result is a widening mismatch. GPUs and servers can be ordered and deployed within quarters, but the power required to run them at scale often cannot.

 

Why AI rollouts may slow despite rising CapEx

Capital investment shows no sign of retreat. Major hyperscalers like Microsoft, Alphabet, Amazon, and Meta have signaled sustained increases in AI infrastructure spending through 2026, reflecting confidence in long-term demand. Yet the IEA cautions that capital availability does not guarantee usable compute if electricity supply and grid connections lag behind deployment plans.

That gap has material consequences. Despite accelerating AI demand, factors like grid congestion, transformer shortages, and multi-year interconnection queues could delay or cancel around 20% of planned global data center projects by 2030. In this environment, electricity infrastructure is increasingly the limiting factor for AI expansion, rather than financing or chip supply.
