Points of Focus
- Avalanche said its technology will support the UAE PASS Digital Vault.
- UAE PASS serves 12 million-plus users across thousands of government services.
- UAE authorities have not yet published full technical deployment details.
The United Arab Emirates is moving to integrate Avalanche technology into the Digital Vault inside UAE PASS, its national digital identity platform used by more than 12 million citizens, residents and visitors.
Avalanche said on Sept. 14 that the UAE’s Telecommunications and Digital Government Regulatory Authority (TDRA) is working with Dubai-based consultancy Deca4 to integrate Avalanche as infrastructure supporting the vault. The Digital Vault lets users access, store, and share verified government documents while blockchain records are used to confirm authenticity and detect tampering.
UAE PASS itself is much broader than the vault. It acts as a single digital identity for accessing federal, local-government, and private-sector services, signing official documents electronically and verifying signatures. Public figures around the platform put its reach at over 12 million users and more than 15,000 services.

Avalanche is entering infrastructure already using blockchain
The announcement should not be read as the UAE suddenly putting its entire national identity system on a public blockchain.
The TDRA already describes the Digital Vault as being powered by blockchain technology, without naming Avalanche or another specific protocol on its public UAE PASS page.
That makes the latest development more of an infrastructure upgrade than a first blockchain deployment.
Avalanche said the new work involves the TDRA and Deca4 integrating its technology into the vault. Deca4, which specializes in blockchain, AI, and government digitization, already references technical work involving 11 million UAE PASS users on its website.
The potential use case is straightforward. Instead of placing sensitive identity documents themselves onchain, blockchain infrastructure can record cryptographic proofs showing that a document is authentic and has not been changed.
That could let government departments or private companies verify records without relying on multiple copies of the same document.
The technical scope is still unclear
The scale of UAE PASS makes the announcement significant, but several important details remain undisclosed.
Avalanche has not specified whether the deployment uses its public C-Chain, a dedicated Avalanche layer 1, or another architecture. There is also no public information yet on validator structure, data residency, transaction volumes, contract value, or when the Avalanche component will be fully live.
Most importantly, the TDRA has not published a matching announcement naming Avalanche as the Digital Vault’s underlying network.
Avalanche’s official statement said the TDRA is “working with Deca4” on the integration, which suggests implementation is underway rather than proving that all 12 million-plus users are already interacting with Avalanche infrastructure in production.
That qualification is important because the headline user count describes the broader UAE PASS user base, not necessarily the number of people whose documents have already been processed through Avalanche.
UAE gives Avalanche a government-scale use case
Even with those caveats, UAE PASS would give Avalanche exposure to one of the larger government digital-identity systems linked publicly to blockchain.
The network has already been expanding its institutional presence in the region. The Avalanche DLT Foundation was incorporated in Abu Dhabi Global Market in December 2025, with a focus on government, enterprise and Web3 initiatives.
The UAE has separately been building digital-asset regulation, tokenized financial infrastructure and government blockchain projects as part of its wider digital-economy strategy.
For Avalanche, the UAE PASS project is more important as an enterprise credential than as an immediate AVAX-demand story.
No information has been released showing how much AVAX the vault would consume, whether fees will settle in AVAX, or whether the deployment will materially affect token economics.
Avalanche is being integrated into infrastructure behind a government document vault connected to more than 12 million UAE PASS users. The next step is for the TDRA or another UAE authority to disclose exactly which parts of the live system Avalanche will operate and how the architecture works.
