X402 settlement activity has retreated from its late-2025 peak even as companies keep building payment infrastructure for autonomous software. Market analyst Jamie Coutts said on X on Aug. 12 that daily settlement volume is down 93% year-to-date after a Q4 2025 testing wave faded, highlighting a gap between expanding payment rails and sustained settlement activity.

Coutts pointed to Cloudflare’s Monetization Gateway as a reason activity could recover. Cloudflare announced the product on July 1, but its own release opened a waitlist and described core functions as planned capabilities. On Aug. 4, Cloudflare was still saying the gateway “will support” x402 micropayments. The company hasn’t yet published live usage data from the gateway.

x402 volume falls after Q4 2025 testing wave

X402 lets software pay for digital resources inside standard HTTP requests without moving through a separate checkout flow. Coutts’ 93% figure indicates that the late-2025 testing burst didn’t translate into sustained daily settlement volume through much of 2026.

Payment infrastructure has continued to expand. Circle reported on Aug. 5 that Agent Stack, launched in May, now hosts more than 900 paid services and that 99.3% of x402 agent-payment volume settles in USDC (USDC). The Linux Foundation said on July 14 that the x402 Foundation had reached 40 members, including Coinbase, Cloudflare, Circle, Mastercard, Visa, Stripe, and Amazon Web Services.

AI agent payment adoption data remains mixed

Infrastructure growth doesn’t establish independent usage. A July 14 population-scale study examined 136.7 million x402 settlements on Base over 280 days and classified 21.20% as fictitious and another 63.78% as internal settlement within linked clusters.

The study also shows why transaction counts and settlement value shouldn’t be treated as interchangeable adoption metrics. Coutts tracked settlement volume, while the researchers tested whether transaction activity reflected demand outside linked operators. 

Cloudflare’s Monetization Gateway remains on a waitlist, leaving newer payment rails to prove they can convert distribution into recurring outside usage. The study found that 25,163 advertised Base resources resolved to 811 recipient addresses, 624 of which had received a settlement and only 249 had earned at least $10.
