Point of Focus

  • Hong Kong is seeking to raise HK$$20 billion through a digital green bond sale.
  • The offering could become the world’s largest digital bond issuance.
  • The government is trying to make tokenized bond issuance a regular feature.

Hong Kong is preparing to raise as much as HK$20 billion ($2.6 billion) through a multi-currency digital green bond sale, potentially setting a new global record as the financial hub accelerates its push into tokenized capital markets.

The government is targeting between HK$15 billion and HK$20 billion ($1.9 billion-$2.6 billion) from the offering, according to Bloomberg, citing people familiar with the plans.

The digital bonds are expected to be denominated across four currencies: US dollars, Hong Kong dollars, euros and offshore Chinese yuan.

Pricing could take place as early as Monday, with banks already mandated to hold fixed-income investor meetings this week.

Hong Kong could set new digital bond record

If the transaction reaches its upper target, it would surpass previous tokenized bond sales in Hong Kong and strengthen the city’s position as one of the world’s leading markets for blockchain-based debt.

Digital bonds use distributed ledger technology to support processes such as issuance, settlement and record keeping, potentially reducing reliance on traditional market infrastructure and allowing parts of the bond lifecycle to become more automated.

Hong Kong has steadily increased the scale of its digital bond experiments. The government issued around HK$10 billion equivalent in tokenized green bonds in its previous major offering.

The HKMA said that transaction was the world’s largest digital bond issuance at the time and the first to incorporate tokenized central bank money, including e-HKD and China’s e-CNY, into the settlement process.

That record was subsequently surpassed in June when the Hong Kong Mortgage Corporation completed a HK$12 billion-equivalent digital bond deal.

The HKMC issuance included HKD and offshore yuan tranches, used HSBC’s Orion digital asset platform and settled through the HKMA-operated Central Moneymarkets Unit, with links to Euroclear and Clearstream.

Tokenized bonds become core part of Hong Kong strategy

The latest planned sale comes as Hong Kong moves beyond experimental blockchain bond offerings toward making them a regular part of its capital markets.

Chief Executive John Lee said in his 2026 Policy Address that digital bonds issued in Hong Kong accounted for nearly 50% of the global market between 2025 and the first half of 2026.

The government now plans to regularize digital bond issuance while experimenting with digital currencies for settlement and other stages of the bond lifecycle, including interest payments and redemption.

Hong Kong also plans to test the tokenization of Exchange Fund Bills before the end of 2026. The initiative could eventually bring blockchain infrastructure to a market containing more than HK$1.3 trillion of the securities.

Asia’s tokenized debt market expands

Hong Kong‘s push forms part of a broader expansion of tokenized capital markets across Asia.

Earlier this month, Indian state-owned power financier REC issued 5 billion rupees, or roughly $59 million, of digital bonds maturing in May 2028.

Hong Kong, however, is attempting to institutionalize tokenization at a much larger scale.

The government’s 2026-2030 economic plan specifically calls for regular digital government bond issuance and improvements to the legal and market infrastructure supporting tokenized securities.
