Chainalysis Government Solutions has sued the US government over a $94.6 million Immigration and Customs Enforcement contract awarded directly to rival blockchain intelligence company TRM Labs.
The complaint, filed July 27 in the US Court of Federal Claims, alleges that the Department of Homeland Security and ICE improperly bypassed standard competitive procurement procedures.
Chainalysis is seeking to stop the arrangement, arguing that it should have been allowed to compete for the work.
The dispute brings two of the largest blockchain analytics providers into a high-stakes legal battle over the US government’s growing investment in cryptocurrency investigation technology.
Chainalysis challenges sole-source award
The one-year contract covers forensic blockchain software and support services for Homeland Security Task Force investigations. It runs from July 1, 2026, through June 30, 2027.
According to court filings, Chainalysis described ICE’s decision to award the contract without a competitive process as “arbitrary, capricious, and unreasonable.”

Chainalysis reportedly submitted a capability statement after ICE published its notice of intent, indicating that the company was prepared to compete for the contract. Its complaint argues that the agency proceeded with the sole-source award despite the availability of another qualified supplier.
The full complaint remains sealed because it contains confidential commercial information and alleged trade secrets. The court entered a protective order to prevent potentially competition-sensitive material from becoming public.
TRM Labs joins the government’s defense
TRM Labs intervened in the case as a defendant-intervenor on July 28, placing the company alongside the US government in defending the contract award.
Both TRM Labs and Chainalysis provide blockchain tracing tools to law enforcement agencies. Their software helps investigators follow cryptocurrency transactions connected to ransomware, sanctions evasion, fraud and other financial crimes.

Chainalysis has historically maintained a substantial presence across US government agencies. TRM Labs, however, has expanded its public-sector business and previously secured smaller sole-source contracts from ICE.
The disputed award could therefore influence the competitive balance between two major providers in a specialized but increasingly valuable market.
Court decision could reshape crypto procurement
Judge Stephen S. Schwartz has scheduled oral arguments for Sept. 2, 2026. The government has requested a final ruling by September 10, indicating that the case could move quickly.
A victory for Chainalysis could lead ICE to suspend the arrangement and conduct a competitive procurement process. It could also encourage other federal agencies to invite bids for major blockchain analytics contracts instead of relying on sole-source awards.

A ruling for the government would allow the contract to proceed and could strengthen TRM Labs’ position within Homeland Security.
The case comes as federal demand for cryptocurrency tracing and enforcement technology continues to grow. Its outcome may shape not only the disputed $94.6 million award, but also how future government blockchain intelligence contracts are contested and distributed.
